President Muhammadu Buhari has created a Presidential Transition Council to manage and support the transition strategy for 2023.
The committee, which is presided over by the Secretary to the Government of the Federation, is comprised of the head of the Federal government’s civil service, the Solicitor General of the Federation, and the Permanent Secretary of the Federal Ministry of Justice.

Among the others are the Permanent Secretaries of the Ministries of the Interior, Defense, Finance, Budget, and National Planning, Foreign Affairs, Information, and Culture, Federal Capital Territory Administration (FCTA), Special Duties, and Inter-Governmental Affairs.
The Cabinet Affairs Office, the Office of the Secretary to the Government of the Federation (OSGF), the Economic and Political Affairs Office in the OSGF, State House, the National Security Adviser, the Chief of Defence Staff, the Inspector-General of Police, the Director General of the National Intelligence Agency, the Director General of State Security Services, the Chief Registrar of the Supreme Court of Nigeria, and two representatives who will be nominated by the President-elect.
The Transition Council will be formally inaugurated by the Secretary to the Government of the Federation on February 14, 2023, according to a statement from the SGF’s media office.
The Executive Order No. 14 of 2023 on the Facilitation and Management of Presidential Transitions was also signed by the President.
The establishment of a legislative framework that would provide a smooth transfer of power from one presidential administration to another is a fundamental component of the Presidential Executive Order No. 14 of 2023, which is a part of President Buhari’s legacy.
